{"id":313,"date":"2018-03-23T01:41:09","date_gmt":"2018-03-23T01:41:09","guid":{"rendered":"http:\/\/hqnn.org\/hqpress\/2018\/03\/23\/dacaafterdeadline\/"},"modified":"2020-09-05T19:47:55","modified_gmt":"2020-09-05T19:47:55","slug":"dacaafterdeadline","status":"publish","type":"post","link":"https:\/\/hqnn.org\/hqpress\/2018\/03\/23\/dacaafterdeadline\/","title":{"rendered":"How Quinnipiac is supporting DREAMers after the March 5 deadline"},"content":{"rendered":"<p><a id='dIlsA_blQFhgdHQJBamqqw' class='gie-single' href='http:\/\/www.gettyimages.com\/detail\/845373280' target='_blank' style='color:#a7a7a7;text-decoration:none;font-weight:normal !important;border:none;display:inline-block;'>Embed from Getty Images<\/a><script>window.gie=window.gie||function(c){(gie.q=gie.q||[]).push(c)};gie(function(){gie.widgets.load({id:'dIlsA_blQFhgdHQJBamqqw',sig:'3XWVQLJAzKu5a3VETBvhPMhR7_Fv2rrPA9H7_YqCj4s=',w:'594px',h:'396px',items:'845373280',caption: true ,tld:'com',is360: false })});<\/script><script src='\/\/embed-cdn.gettyimages.com\/widgets.js' charset='utf-8' async><\/script><\/p>\n<p><strong>By Thamar Bailey<\/strong><\/p>\n<p><span style=\"font-size:11pt\">Experts are trying to figure out how to support Deferred Action for Childhood Arrivals recipients in the wake of President Trump\u2019s passed March 5 deadline for <\/span><span style=\"font-size:11pt\">DACA, according to Maria <\/span><span style=\"font-size:11pt\">Praeli<\/span><span style=\"font-size:11pt\">, Quinnipiac University alumna and immigration policy associate at <\/span><a target=\"_blank\" href=\"https:\/\/www.fwd.us\"><span style=\"font-size:11pt\">FWD.us<\/span><\/a><span style=\"font-size:11pt\">, a bipartisan organization with a hand in commonsense immigration reform and criminal justice reform advocacy.<\/span><\/p>\n<p><span style=\"font-size:11pt\">The Obama Administration established DACA in 2012. It granted undocumented immigrants who came to the United States as minors with a temporary and renewable two-year work permit and protections from deportation, according to <\/span><a target=\"_blank\" href=\"https:\/\/www.informedimmigrant.com\/guides\/daca\/\"><span style=\"font-size:11pt\">informedimmigrant.com<\/span><\/a><span style=\"font-size:11pt\">.<\/span><\/p>\n<p><span style=\"font-size:11pt\">But President Trump put the program in jeopardy in September. He announced a March 5 deadline, after which no one can renew or or submit an application.<\/span><\/p>\n<p><span style=\"font-size:11pt\">A week before the the Trump Administration\u2019s deadline the Supreme Court announced they would not hear a California case concerning the integrity of the DACA program. As a result, the case returned to the ninth circuit. The court ordered an <\/span><a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2018\/01\/09\/us\/trump-daca-improper.html\"><span style=\"font-size:11pt\">injunction that made the deadline obsolete<\/span><\/a><span style=\"font-size:11pt\">. If you\u2019re a teacher at a university you would be potentially losing a student.\u201d<\/span><\/p>\n<p><span style=\"font-size:11pt\">Several universities have showed their support for DACA recipients by paying for legal fees associated with applying for and renewing DACA permits as well as offering scholarships. <\/span><\/p>\n<p><span style=\"font-size:11pt\">More than 700 college and universities signed on to the <\/span><a target=\"_blank\" href=\"https:\/\/www.pomona.edu\/news\/2016\/11\/21-college-university-presidents-call-us-uphold-and-continue-daca\"><span style=\"font-size:11pt\">Pomona College statement<\/span><\/a><span style=\"font-size:11pt\">, symbolic of their support for DACA students, otherwise known as DREAMers, stating their refusal to share information on DACA students and refusing to use campus enforcement for deportation. <\/span><\/p>\n<p><span style=\"font-size:11pt\">Quinnipiac University was not one of those universities, according to Executive Vice President and Provost Mark Thompson.<\/span><\/p>\n<p><span style=\"font-size:11pt\">\u201cThe concern that the president had with signing on to the [Panoma statement] was about the potential political backlash against those institutions that were signing on to that agreement,\u201d Thompson said. \u201cSo he didn\u2019t want to position our students who are DREAMers to potentially in any way be impacted by any backlash that would come from the federal government.\u201d<\/span><\/p>\n<p><span style=\"font-size:11pt\">While Quinnipiac didn\u2019t officially sign the Panoma statement, Thompson said the university follows the same sentiment. In an email addressed to the Quinnipiac community on Sept. 6, 2017, Thompson reaffirmed the universities commitment to diversity and inclusion.<\/span><\/p>\n<p><span style=\"font-size:11pt\">\u201cDACA students are an integral part of our community,\u201d Thompson wrote. \u201cThe university does not share private information about our students in accordance with the Family Educational and Rights of Privacy Act (FERPA). While the university is bound to comply with state and federal laws, enforcement of federal immigration policy primarily rests with federal authorities.\u201d<\/span><\/p>\n<p><span style=\"font-size:11pt\">Praeli, who graduated in 2016, believes the university could have firmer policies. During her time at the university she noted she had great professors, but lacked a sense of community. Instead, she had to make her own network of professors and faculty members to support herself.<\/span><\/p>\n<p><span style=\"font-size:11pt\">According to Thompson, the Quinnipiac Department of Multicultural and Global Education would\u2019ve been in charge of facilitating such a network and community. He added that he believes this is something the university ought to do if it\u2019s not being done already.<\/span><\/p>\n<p><span style=\"font-size:11pt\">Community is only one issue of various academic barriers that DREAMers have to face, Praeli said.<\/span><\/p>\n<p><span style=\"font-size:11pt\">In Connecticut prior to 2011, even if a student had lived in the state their whole life they wouldn\u2019t be eligible to pay in-state tuition. It wasn\u2019t until Governor Malloy signed<span style=\"font-size:11pt\"> <\/span>An Act Concerning Access to Postsecondary Education in July 2011, that undocumented immigrants who met the criteria were eligible for in-state tuition. <\/span><\/p>\n<p><span style=\"font-size:11pt\">Praeli also explained that DREAMers are not privy to financial aid and state funding in the forms of grants and loans, which is why various private institutions have created scholarships for DREAMers.<\/span><\/p>\n<p><span style=\"font-size:11pt\">Quinnipiac doesn\u2019t offer any scholarships specifically designated for DREAMers, according to Dominic Yoia, the university director of financial aid. However, Yoia said all students are considered for academic scholarship, regardless of their U.S. citizenship status.<\/span><\/p>\n<p><span style=\"font-size:11pt\">While there\u2019s no official count of the number of DACA students attending Quinnipiac, Thompson suspects the number is relatively low. <\/span><\/p>\n<p><span style=\"font-size:11pt\">However, executive director of the Albert Schweitzer Institute and political science professor Sean Duffy said regardless of the number of DACA students, the university should provide better assistance for them, especially because there\u2019s a reality that many of Quinnipiac students have mixed-status or undocumented families while they are citizens themselves.<\/span><\/p>\n<p><span style=\"font-size:11pt\">\u201cIt would be nice if our university actually had more than just to say \u2018oh if you\u2019re concerned about this then go to the office of multiculturalism and global education and they\u2019ll be able to refer you to some resources in the community that may be able to help,\u2019\u201d Duffy said. \u201cThat\u2019s really a kind of weak kind of support in my mind.\u201d<\/span><\/p>\n<p><em><span style=\"font-size:11pt\">The department of multicultural and global education was unavailable for comment for this story.<\/span><\/em><\/p>\n<p><span style=\"display:none\">&nbsp;<\/span>\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After Trump&#8217;s March 5 deadline to stop all DACA renewals and applications, experts are trying to figure our how to support undocumented immigrants.
