But with the student body eclipsing the school\u2019s dorm capacity by a wide margin, upperclassmen are looking to rental units around Hamden for accommodation\u2013 a trend set to continue, with university administration officially canceling any and all new dorm construction.<\/p>\n<p style=\"white-space:pre-wrap;\">But unlike dorms, not all rental houses are created equal.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cSo here is what is supposed to be our storage room\/sunroom,\u201d Quinnipiac student Sara DiGiamo demonstrates. \u201cBut we have a toilet in here and we have our sink in here from the bathroom because the bathroom is completely unusable.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">DiGiamo has been renting a house with four of her friends since the beginning of the semester. It\u2019s her senior year\u2013 and as her college experience wraps up, she knew she wanted an house to spend her final year in Hamden.<\/p>\n<p style=\"white-space:pre-wrap;\">As on campus housing gets tighter, and the \u2018senior culture\u2019 suggests moving out, Sara is only one of the thousands of QU upperclassmen living around Hamden.<\/p>\n<p style=\"white-space:pre-wrap;\">&nbsp;It isn\u2019t always a picture perfect experience, though. Or in Sara\u2019s case, a sanitary experience.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cI was like \u2018Oh my God what is this,\u2019\u201d Sara remembered. \u201cLike maybe it\u2019s just dirt. I\u2019m not going to assume. Crews have been coming in and out. Her floors are torn apart. And her landlord? Sara says he\u2019s \u201cM.I.A.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cHe has stopped by I think once during this whole process,\u201d DiGiamo said. \u201cHe really hasn\u2019t been effective in helping us with anything. We haven\u2019t had any rent reduction. Meanwhile we\u2019ve had this loud construction for the past three weeks and it\u2019s still ongoing.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">That leaves and her roommates still paying their $4,000 a month rent. Needless to say, they\u2019re frustrated.<\/p>\n<p style=\"white-space:pre-wrap;\">&nbsp;But they\u2019re not the only ones.<\/p>\n<p style=\"white-space:pre-wrap;\">In a <a href=\"https:\/\/www.surveymonkey.com\/stories\/SM-Y2DLCZC8\/\">survey<\/a> created by QNN and distributed to Quinnipiac upperclassmen via Facebook, dozens of submissions echoed DiGiamo\u2019s sentiment.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cThey run up the rent knowing full well we as students will pay it because there aren\u2019t many options for housing,\u201d wrote one student anonymously.<\/p>\n<p style=\"white-space:pre-wrap;\">Another, putting the pressure on Quinnipiac to \u201cbuild brand new housing for juniors and seniors.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">&nbsp;A request that now seems to have fallen on deaf ears.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cPlans to build the new residence hall on the York Hill campus have been tabled,\u201d explained Associate Vice President for Public Relations for Quinnipiac, John Morgan.<\/p>\n<p style=\"white-space:pre-wrap;\">QNN learned exclusively that the plans for new dorm buildings on the school\u2019s York Hill campus are no longer in motion, after they were approved by the town in April.<\/p>\n<p style=\"white-space:pre-wrap;\">The new housing complex was set to include 220 beds for seniors, and by many standards, was a logical decision for a housing starved, rapidly expanding university.<\/p>\n<p style=\"white-space:pre-wrap;\">QU administration plans to host about 10,500 students next year, the highest enrollment ever.<\/p>\n<p style=\"white-space:pre-wrap;\">A growing student body that continues to strain an already icey relationship between the&nbsp;<\/p>\n<p style=\"white-space:pre-wrap;\">school and town.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cI\u2019m hoping for a change.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">Those are the words of Dan Kops, town planner of Hamden. He says that the amount of&nbsp;<\/p>\n<p style=\"white-space:pre-wrap;\">students who live off campus is getting out of hand.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cThey\u2019re juxtaposed with houses with young couples with children who they put to bed at an early hour. Older retirees who don\u2019t like noise at night,\u201d Kops said. \u201cIdeally, most students would be on campus.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">He says the rising enrollment numbers are not only pushing more students off campus and into the town, but are a breach of an agreement between the town and the school in 2007.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cThe problem for the town was, when those dorms (York Hill) were approved, the original dorms, had the university not expanded its enrollment significantly, that would have captured the vast majority of the students living off campus.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">Those plans for York Hill in 2007 outlines a campus that would hold 2,400 beds. Only 1,400 or so were ever constructed, according to Kops.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cThere was an understanding, we believe that the conditions of approval made it very<\/p>\n<p style=\"white-space:pre-wrap;\">clear that there was supposed to be a one to one match so that if more students were<\/p>\n<p style=\"white-space:pre-wrap;\">added, more beds were added,\u201d Kops said. \u201cThe university is disputing that. We\u2019re in court.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">According to a 2015 article in the New Haven Register, the university pay a $150 fee every day they are not in compliance with this agreement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n<div\n        class=\"\n          image-block-outer-wrapper\n          layout-caption-below\n          design-layout-inline\n          combination-animation-none\n          individual-animation-none\n          individual-text-animation-none\n        \"\n        data-test=\"image-block-inline-outer-wrapper\"\n    ><\/p>\n<figure\n            class=\"\n              sqs-block-image-figure\n              intrinsic\n            \"\n            style=\"max-width:2500.0px;\"\n        ><\/p>\n<div\n              \n                style=\"padding-bottom:66.68000030517578%;\"\n              \n              class=\"\n                image-block-wrapper\n                \n          \n        \n                has-aspect-ratio\n              \"\n              data-animation-role=\"image\"\n              \n  \n\n          ><br \/>\n            <noscript><img decoding=\"async\" src=\"http:\/\/hqnn.org\/hqpress\/wp-content\/uploads\/2020\/09\/1_IMG_4054.jpg\" alt=\"IMG_4054.JPG\" \/><\/noscript><img class=\"thumb-image\" data-src=\"http:\/\/hqnn.org\/hqpress\/wp-content\/uploads\/2020\/09\/1_IMG_4054.jpg\" data-image=\"http:\/\/hqnn.org\/hqpress\/wp-content\/uploads\/2020\/09\/1_IMG_4054.jpg\" data-image-dimensions=\"2500x1667\" data-image-focal-point=\"0.5,0.5\" alt=\"IMG_4054.JPG\" data-load=\"false\" data-image-id=\"5c16eb690e2e72b118608495\" data-type=\"image\" \/>\n          <\/div>\n<\/figure><\/div>\n<p style=\"white-space:pre-wrap;\">Morgan responding to those assertions with a simple, \u201cI\u2019m not aware of that,\u201d and explaining the university\u2019s stance on how they house their students.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cI think it goes back to the issue that we cannot require students to live on campus. We can offer the amenities, but we cannot require,\u201d Morgan said. \u201cSo we do not have any plans to require students to live on university housing.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">Director of Residential Life at QU Mark DeVilbiss says that although they cannot guarantee housing for seniors, there is ample space for the students who do wish to live off campus.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cFor seniors, we don\u2019t guarantee the housing, but we\u2019ve always historically been able to meet the demand,\u201d DeVilbiss said. \u201cI can\u2019t share specific statistics, but we house we have roughly 5,000 beds on campus and around (there are) 7,000 undergraduates.\u201d <\/p>\n<p style=\"white-space:pre-wrap;\">And as for the loud parties often cited in complaints by town officials and residents,<\/p>\n<p style=\"white-space:pre-wrap;\">Morgan says that there is simply nothing the university can do.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cOften times these problem arise in houses that we don\u2019t own,\u201d he explained. \u201cWe don\u2019t have jurisdiction. I think the neighbors should really be going back to the landlords to say you know what\u2019s going on with your tenants more so than coming back to the university.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">Meanwhile, those same landlords are getting slammed by town officials, who are<\/p>\n<p style=\"white-space:pre-wrap;\">instilling special fees and applications to anyone renting to students.<\/p>\n<p style=\"white-space:pre-wrap;\">The application includes lines for the students\u2019 names, license plate numbers and a series<\/p>\n<p style=\"white-space:pre-wrap;\">of bullets intended as reminders for how students should behave in a neighborhood setting.<\/p>\n<p style=\"white-space:pre-wrap;\">On top of that, the landlords must pay a special $300 fee per application, on top of an extra $150 per <a href=\"https:\/\/drive.google.com\/open?id=1-NUnbJmsX8neBcle6UJlwdHSBv9N2Sv9&amp;usp=sharing\">house<\/a>, per year.<\/p>\n<p style=\"white-space:pre-wrap;\">Local mortgage broker and landlord Michael Spadaccino says that those fees are not only unique to Hamden, but are simply unfair.<\/p>\n<p style=\"white-space:pre-wrap;\">&nbsp;\u201cI have some experience buying in other towns, and they don\u2019t have the same guidelines,\u201d Spadaccino said. \u201cAs the owner I should be able to rent to whoever I want and not have to pay the town a fee. (They\u2019re) arguing we were practicing age discrimination with requiring a permit and all the other stuff we require.&nbsp;<\/p>\n<p style=\"white-space:pre-wrap;\">The current ordinances are just a couple of years after the town enacted the ill-fated regulation stating any landlord who rents to students must also live in the same dwelling. After drawing heavy criticism for the move to curb off campus housing, the town retracted, and reverted to their current system as well as a four student limit.<\/p>\n<p style=\"white-space:pre-wrap;\">All these regulations are commonly understood as a means of limiting off campus options and discouraging landlords in an already tight rental market.<\/p>\n<p style=\"white-space:pre-wrap;\">Despite these sweeping measures to keep students at bay, Kops concedes that Quinnipiac students in general are not problematic.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cMost college kids are definitely not nuisances, he said. \u201cThe number of students who actually cause problems is actually probably very small.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">That\u2019s something Hamden resident Katie Robidoux can attest to.<\/p>\n<div\n        class=\"\n          image-block-outer-wrapper\n          layout-caption-below\n          design-layout-inline\n          combination-animation-none\n          individual-animation-none\n          individual-text-animation-none\n        \"\n        data-test=\"image-block-inline-outer-wrapper\"\n    ><\/p>\n<figure\n            class=\"\n              sqs-block-image-figure\n              intrinsic\n            \"\n            style=\"max-width:2500.0px;\"\n        ><\/p>\n<div\n              \n                style=\"padding-bottom:66.68000030517578%;\"\n              \n              class=\"\n                image-block-wrapper\n                \n          \n        \n                has-aspect-ratio\n              \"\n              data-animation-role=\"image\"\n              \n  \n\n          ><br \/>\n            <noscript><img decoding=\"async\" src=\"http:\/\/hqnn.org\/hqpress\/wp-content\/uploads\/2020\/09\/IMG_4081.jpg\" alt=\"IMG_4081.JPG\" \/><\/noscript><img class=\"thumb-image\" data-src=\"http:\/\/hqnn.org\/hqpress\/wp-content\/uploads\/2020\/09\/IMG_4081.jpg\" data-image=\"http:\/\/hqnn.org\/hqpress\/wp-content\/uploads\/2020\/09\/IMG_4081.jpg\" data-image-dimensions=\"2500x1667\" data-image-focal-point=\"0.5,0.5\" alt=\"IMG_4081.JPG\" data-load=\"false\" data-image-id=\"5c16ea4bc2241bba3e81c7a6\" data-type=\"image\" \/>\n          <\/div>\n<\/figure><\/div>\n<p style=\"white-space:pre-wrap;\">She\u2019s lived on student housing hotspot Evergreen Avenue for three years, and has nothing but praise for her many collegiate neighbors.<\/p>\n<p style=\"white-space:pre-wrap;\">\u201cThere\u2019s a stereotype of crazy wild college students, but it really hasn&#8217;t been an issue,\u201d Robidoux said. \u201cI think they\u2019re just stereotyping. And everybody thinks \u2018Oh crazy wild kids,\u2019 but they\u2019re just students. They\u2019re there to learn.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">And just a couple of blocks down Evergreen Avenue, Sara DiGiamo is trying to learn through the sounds of a construction site.<\/p>\n<p style=\"white-space:pre-wrap;\">Looking back on her situation, she thinks that if there were more choices for housing, on or off campus, she may not be in the mess that she\u2019s in right now.<\/p>\n<p data-rte-preserve-empty=\"true\" style=\"white-space:pre-wrap;\">\n<p style=\"white-space:pre-wrap;\">\u201cThere needs to be more options,\u201d DiGiamo said. \u201cPeople are putting down deposits in September and October so people are running to get the first one they can find and just go with it. Meanwhile they need more time to look through the options.\u201d<\/p>\n<p style=\"white-space:pre-wrap;\">As to whether those options will come on or off campus first, is anyone\u2019s guess.<\/p>\n<p style=\"white-space:pre-wrap;\">But for now, John Morgan says the school is focusing on evaluating and updating its current dorm situation before any new construction is considered.
